Why inactive items are available (appearing still) to be added in the work definitions ?

Item has been made inactive by users as they don't want to use it any more. But in the work definition, in the process of adding input items, we could still see the inactive item when queried. The system is allowing the inactive items to be added in the work definition. Why are the inactive items allowed? what is the actual behavior?

How to make the system to not allow the inactive items to not appear and not to be assigned to work definition?

The same behavior is seen for the Item Suspended status.
