How to automate creation of a new work order when batch number of any of the materials exhaust?

Summary:

Our client is into healthcare and life sciences, and its very critical we track and maintain the batch numbers of the raw materials that are used in production.

As such, whenever batch number of any of the materials is exhausted, a fresh work order is created, fore-closing the current work order. How can we automate this process ?
