Enforcing weights for Categories in Performance Goals

Is there a way to enforce weights for each category when creating Performance Goals? In addition, we would like to know if the weight distribution between Performance Goals, Development Goals and other sections in the Performance Document can be changed?

Currently when creating goal plans in the Performance Goals section, employees are able to add any number of goals and assign any weight to it.
Is there a way to enforce weights for each category? For example, all goals categorized under Financial should total to 35%, Customer is 60% and Learning is 5%.
In addition, we would like to know if the weight distribution between Performance Goals, Development Goals and other sections in the Performance Document can be changed? For example, in one of our performance documents, Performance Goals Section accounts for 80% of the whole Performance Document, Development Goals make up the other 20% and we'd like it to be 90-10.
