Unable to Approve Job Offer

Summary:

We are receiving the attached errors when trying to approve job offers for candidate in our China locations . Once the offer is submitted from ORC by the recruiter the manager gets the notification. When the manager clicks approve directly from the notification window, they get an error . When the manager clicks approve after opening the notification completely, they get an error. Any guidance on how to fix this ? I submitted an SR but it suggested that I post here.
