Revenue Lease Property Combination

Summary:

I am unable to use the same property type to create a different combination of property name and property level due to an error. Need to know the cause for the error and the basis on how the property types and levels should be defined. 

For an example we may have; 

Example 1: 
Property Name as "Colombo" and we have Building One and Building Two which is available for lease. 

Example 2: 
Property Name as "Jaffna" and we have Building One and the lease will be available for Floor One and Floor Two of the building. 

How can we create the combination for such cases?
