Can an action plan be automatically added to the SR ?

Can an action plan be automatically added to the SR based on the field category name or problem type after the SR is created?

My idea is that when an SR is created, an action plan is automatically associated. Currently, I only see the possibility of adding an action plan manually from the action bar.
