All CSP phases are mandatory, but Create Job Offer is active at HR interview Phase

Hi,

We have made all the CSP phases mandatory and the phases are

1. New, 2. Hiring Manager Interview, 3. Functional head and HR interview, 4. Offer and 5. HR

Now the "Create Job offer" action is disabled at first two phases, but at 3rd phase i.e. Functional head and HR interview phase, it gets activated.

But the requirement is to keep Create Job Offer action inactive at first three phases.

Please let me know if it is feasible and if it is feasible how can we achieve the same.
