Measurement section in performance goal is not shown in some cases

Hello experts,

On Performance Goals details view page, Measurement section is shown only when a measurement is created for that goal. This is already enabled from business rules in VBS and no conditions are added for visibility.

There is no measurement section shown below:

Is this the system behavior? Our requirement is to show measurement section no matter what on performance goals details view/edit page.
