Redwood T&L Migration - Save and Submit Loading Slowly

Summary:

When saving or submitting timecards, it takes a significant amount of time for the process to run. We have cases where an employee has been waiting 20 minutes for a timecard change request to submit.

Additionally, a submitted timecard, received the notification at the bottom - "Timecard submitted", but user did not attest to the timecard and clicked on the home button. When the user went back to view that timecard, it was in an Entered status. So, the information saved, but it did not submit.
