How to export 500K rows from OTBI report into Excel

Summary:

We have a report where total data is coming close to 500K and we are only able to export 25K in Excel, is there is any way to do this? If I develop this in BI Publisher, will that allow in case this is a restriction for OTBI tool? Does BI Publisher report export to excel has any similar restrictions?
