Hire an Employee Redwood shows incorrect values

Hello everyone,
I am trying to restrict the Departments and Jobs drop down list according the Business Unit that is selected during the Hire an Employee transaction.
To achieve that, I created a Reference Data Set for each BU - in our case, the BUs are the Business Function (i.e., Sales, HR, Operations, etc). So, I created each BU to the appropriate Reference Data Set. For example, for the HR BU, I selected the HR Reference Set.
After that, I created the needed Departments and I assigned them to the appropriate Reference Data Set. For example, HR General is a Department in the HR BU, so for the HR General I used the HR Reference Set.
