Vertex code error - Unable to create a location

Summary:

We are a non payroll implementation customers. So Vertex is not our geography provider. We are using Loqate to Import geographies. HCM is used to retain the employee and work structure information. While creating a location manually, it displays the below error. If you have experienced such error, please let us know how to get it resolved. We were able to create locations using loaders. Unable to create the location manually.
