Import and Load HCM Data File throwing ORA-06512: at "FUSION.FND_JOB"

Summary:

Hi one of our scheduled integrations automatically runs "Import and Load HCM Data File" through OIC but we have recently had a few instances where it does not kick off the ESS job. Below is the output of the log file. Has anyone seen this before/know what it means?
