New Opportunities email NOT getting wrapped in email template

We have a email template created( see below)

when the emails are being received for recruiting content library items it seems to render around correctly

WITH THE EXCEPTION OF these emails which are part of the talent community ORA_JOB_ALERT_EXT and ORA_OM_OPPORTUNITY_ALERT

why would this be?
