Overall Budget changed after moving employees or process eligibility

Hello experts,
at the beginning of the workforce compensation campaign we set Overall Budget at the top level to 1000000.
Our customer in this period moved employees from one hierarchy to another, forced eligibility and make other employees ineligible.
However, the Overall Budget changed to 900000, but from my understanding it should be fixed.
What could it depend on?
