Restricting access of a HR representative for reports> active employees

Summary:

How to restrict access of a single user (HR representative) so that she cannot access the report of active employees for few jobs and should be able to access all other active employees report for a particular LE.

This user (HR representative) should not be able to access the report of active employees containing Partner and Managing Partner jobs. Is there a way to achieve this without creating new data role security?
