Redwood - unable to cancel goal assigned by HR

Summary:

Hi,

The employee is unable to cancel the goal assigned by HR. Cancel button is greyed out.

On the Goal Plan, I have set the action to Cancel Only on HR-Assigned Goals.

There is no performance document created yet, and no weights enabled for the goal plan. The selected goal is of approved status.

Can anyone advise what could be the issue?
