Centralized sourcing decentralized procurement

Summary:

Client has BUs A, B, C. All BUs A, B , C will create requisitions , Purchase Order in individual BUs. But BU A needs to be centralized Sourcing for BU A as well BU B and C. How do we implement this? If BU A is setup se44rvice provider for BU B and C then Requisitions can be created in A, B < C but Purchasing is always available in A only. How to setup centralized sourcing but decentralized requisitioning and Purchasing.
