Journey (checklist) is allocated automatically to workers using HCM Data Loader. We processed mass terminations via HDL and Journeys got allocated.

We have configured offboarding Journeys for the termination process. As per our understanding, Journeys should not allocate automatically if we use HDL to load terminations or any other actions. However, to our surprise, they were allocated when we processed mass terminations via HDL. We are seeking an explanation for this unexpected behavior.
