Guided Journey workspace does not import

Summary:

When we use the migration tool for the Change Manager page, it correctly creates two files. One with our TDS rules and one for Guided Journeys. However, when we import the guided journeys zip file it doesn't make any changes. We can go into our dummy rule or the tds rule that got imported and the guided journeys do not show at all in preview mode or the page properties on the right
