Using HCM Communicate for Open Enrollment notifications

Summary:

I have been reading up on the HCM Communicate functions within Oracle and was curious if anyone has used this with Open Enrollment communications. We still struggle each year to find an adequate way to alert our TMs of their elections once they have completed their enrollment. I was hoping that functionality existed withing the HCM Communicate.
