How to add an ICP for an ineligible employee as an exception?

Summary:

We have a ICP plan setup with a certain eligibility profile. Now the client wants to give this ICP to few of the employees as an exception as an admin. How can we achieve this? how do we submit an adhoc request?

In Person Management > Individual compensation > Award Compensation has only the plans for which the employee is eligible.
