Hiring manager to be able to view shortlisted candidates

Hello,
I understand we can restrict a phase and then only once candidates move to next phase it will be visible to Hm if they are restricted.
But how can we just restrict them only for certain states under a phase, for eg : under screening we have ne , under consideration , cv shortlisting , shorlisted and rejected . Hm should be able to view applications only from cv shortlisting , shortlisted and rejected .
How can that be achieved ? under the same phase ?
