HR users are not able to see Managers in act as a proxy functionality

HR users are not able to see Managers in act as a proxy functionality

Hello,

our HR users are not able to act as a proxy. They are able to see and manage those people in core hr but when they clicking on act as a proxy in Compensation area no results are shown.

HR user has following privileges inherit by the following roles

Please, does anyone know what could be the cause and related solution?
