Which is the difference between Add pending work relationship and Add Pending Worker?

Hi,

we need to terminate a contingent worker and rehire the same employee as pending worker.
We terminated the contingent worker and then we rehired though the action add pending worker, the system recognized the previous employee and we started creating a work relationship.

What is the difference between choosing "Add Pending Work Relationship" and "Add Pending Worker"?
