default cost center of employee on different BUs with different LEs

Summary:

 A requester can raise requisitions under different BUs which belongs to different LEs. we want to populate cost center from employee expense account . we have used seeded purchasing charge account rule which derives employee charge account. when requester(belongs to US BU) raises requisition in (France BU) we get CVR error since that cost center may not be valid for France LE like below.

How do we achieve this requirement to have employee cost center on charge account in case of different LEs?
