Can't add Tax Withholding Cards for Brazil Localization

Summary:

We are trying to implement HR/Payroll Interface for Brazil location for a customer.

We are struck at a point while setting up Calculation Cards for Legal Reporting Unit.

When we try to setup Calculation Cards at Legal Reporting Unit level, LOV is showing blank.

Can anyone help us what we may be missing?
