Restrict creation of passive candidate when referring an external candidate

Summary:

Hi all,

we have noticed that the system creates passive candidates whenever an employee refers a candidate using the referal program through opportunity marketplace.

However, this is a clear data protection issue as the referred person has not yet agreed that their personal data (name, phone, email, potential attachments) is stored in the system.

Question: is there is a way that we can prevent the system from creating passive candidates at all? We do not want this functionality and we only want to work with active candidates.
