Why does the User currency rate 1 requires a pre defined Exchange Rate?

Summary:

Why does the User Rate 1 requires a pre defined Exchange Rate

Content (please ensure you mask any confidential information):

When we do a foreign currency journal using the journal upload spreadsheet and using a valid User type currency rate (not equal to 1), then we are able to complete the journal transaction successfully.

But if we specify the Entered Amount, Accounted Amount and the the User Rate of 1, then the journal creates a missing currency rate error. We seems to be missing the Corporate currency rate information that corresponds to the journal accounting date. And if we create the Corporate currency rate information that corresponds to the journal accounting date, then we are able to successfully upload our journal with the User currency rate as 1.

Howdy, Stranger!
