Is it normal that Delegated manager is not able to update in Other Plans for Review ?

Delegated manager not able to update in Other Plans for Review

Content (please ensure you mask any confidential information):My test is : as a Manager A, I have used Manage Delegation action in the Worksheet Compensation plan, and I have delegated an employee 1 to Manager B

When I connect as Manager B, and go to section 'Other Plans for Review', I select the Worksheet Compensation Plan, and I see the Employee 1.

But I am not able to edit any columns in this plan.

FYI : Manager A did not submit his Worksheet.
