Blind Screening for Recruiters who are also Hiring Managers

We have implemented blind screening for hiring managers, based on a custom hiring manager role. However, that role would also be provisioned
to Recruiters and other HR colleagues where they have direct reports. Meaning they cannot view the data where they need to as a Recruiter.

The auto provisioning rule is based on the user having the Line Manager role (provisioned on the basis of them having direct reports). This is creating a problem as those recruiters/HR staff should see all candidate details in the same way that their non-line manager recruiting/HR colleagues do. So, we created a copy of the custom hiring manager role that is only to be assigned to these users. This works in the sense that once the original custom role is removed and the new one added they can see the data. However, auto provisioning rules make this unusable because it
