What happens if user takes action on email approval notification when upgrade is in progress

We have configured Oracle to send email approval notifications for requisitions/ invoices / payment batches etc. What happens if a user takes action on email notification when upgrade is in progress? Is the action registered in Oracle and processed once system is available? Or the action is lost and user needs to perform the same action after the system is available?

Has anyone faced this issue during upgrade?
