Fusion Payroll license for Kenya Locationzation

Summary:

we are implementing fusion hcm , finance and scm ( except payroll ) but we realized to use fusion global payroll for seamless integration with scm and finance as these modules are under one.
To use payroll, do we require seperate license? of we can use global payroll without license as its part of global hcm?
need your valuable suggestions and inputs for my above concern.
