Pending Worker: best practice for Payment Methods

Hi all,

the client asks for giving the privilege to view/edit the payment methods to the Pending Worker during taking in action in Preboarding process.
Usually this task is assigned to the Employee in order to provide this action from hiring date forward.
Is to not assign this privilege to the Pending Worker a best practice? Any impact if we assign this privilege, usually with "Employee ownership"?
