Withdrawn Reversed Journal Recreated Without Approval

A user manually reversed a journal and the journal was sent to workflow as designed. While in workflow, the user withdrew and deleted the journal. When the AutoReverse Process ran, it automatically generated the reversal journal and did not send the journal through workflow. Is there a way to prevent this type of scenario from occurring?
