If course is assigned from initiative using Report with status No active offering

Summary:

If course is assigned from initiative using Report with status No active offering, let say we have 100 employees with that course record , now learning admin want all those 100 course record for learner with No active offering to be bypass completed.

Now as a admin , they did using the person number list from learning assignment using status as bypass completed but it did not worked because course is already assigned with No Active offering so it did not worked before it used to work because there were no initiative created for that course and course were not assigned to learner ,
