process ID submitted by user

hi and good day

couple of questions if there a restriction of number of process id running at same time for a user ?

if a process is schedule every 5min, let´s say 00:05 at 00:10 and 00:15 if the first one takes more than 5 minutes to complete, will the scheduled at 00:10 run?
