Capacity Rules and Waitlist for 'deleted' assignments
Currently, if in an offering with capacity rules and a waitlist, the seat becomes available because the assignment is 'deleted' rather than 'withdrawn', the waitlisted learners do not get auto-enrolled; instead, a seat becomes available for other learners to enroll.
Is this an expected behavior? Because as specified in the document 'How Capacity Rules and Waitlist Work for Oracle Learning Course Offerings' the seat is becoming available but the waitlisted learners are not getting auto-enrolled.
Note : This works correctly if the learners are 'withdrawn' not 'deleted' and we are testing for future dated offerings only.
