Expense Report Audit and Receipt Rule Assignments Start Date/End Date Overlap

In the expense report auditing configuration, Expense Report Audit Selection Rule section, a date range overlap has been created in error. Now it is not possible to resolve the conflict and update our expense auditing rules because of the overlap. It is not possible to chose a date < today to resolve the conflict.

Our support partners have informed us that now the conflict has been created there is 'nothing we can do' to resolve it. If that is right then this is a bug and needs to be resolved.

If an attempt is made to end-date either rule, the message is the same. There is clearly an overlap with personal spend and Audit Approval - Official Koha. No date less than today can be selected.
