Alternative ways to change requisition location after offer has been extended? Like TCC?

Summary:

Is there anyway to change the the requisition's primary location after an offer has been extended?

Typically we have to cancel the offer, unpost the requisition, and put the requisition on hold before we can edit the primary location.

Sometimes, even canceling the offer or unposting the requisition does not allow the requisiion to be put on hold. Not to mention tha recruiters typically does not like to resend an offer, since it creates really bad user experience for new employee.

Is there a way to modify the requisition primary location through TCC? Or whether if it is even suggested to do so.
