What to done to see notes section in "Log a call" smart action?

What to be done to see notes section in "Log a call" smart action? I am seeing it for one user and for another user that section is not available.

We have MP Admin user, and We have MP Manager and MP Sales Rep user.
MP Admin is able to see this note section, but for MP Manager and MP Sales Rep the note section is not available in "Log a call" smart action.
Please guide me through this.
