"bypass and complete" action avilable only for the course but not for offering

Summary: Hi to all,

our client is trying to make the action "bypass and complete" (Change status) with an offering but it's not possible (we tried with a learner having an offering with status "in progress"); otherwise this action is available in the course where this offering is (with the same leaner and the same status) . Is it a normal behavior of Oracle HCM Cloud linked to this action?
