OPM install failed

I used OPM Version 18A, and systom requirements in table. When I installed OPM, there was a popup box where the Microsoft .net Assembly Registration Utility stopped working.Then, I opened the word of the OPM writing rule appeared "ActiveX component can't create object or return reference to this object (Error 429)",When I opened excel, "Object variable or with block variable not set (Error 91)" appears.I tried uninstalling and reinstalling,but it can not successed.
