Why the Worksheet export in View Administration report displayed ineligible workers

In Configure Plan Eligibility page, the option 'Hide ineligible workers' is checked.
Why in the report Worksheet Export in View Admin report : I see some ineligible workers ?
FYI: when I do a search of these ineligible workers in Administer Worker, I see the 'eligibility status' as 'ineligible' to the plan. Correct me if I am wrong, but it means that those employees have been reprocessed in Administer worker, but the status is still ineligible. So, is it the reason why those employees are present in the Worksheet export ?
