Can we limit Deliver-to Location in Punch Out Requisitions by having a separate location list?

For those who are using both OFC cloud and HCM cloud and have set up punchout catalogs for requisitions. How do you handle Deliver-to locations for requisitions? Our issue is that we have a high volume of low dollar punchout catalog requisitions and the person entering the requisition frequently updates the requester name which then makes the Deliver-to location reset to requester's HCM location, which unfortunately is not a valid shipping location for us.

Is there a way to make the requisition's Deliver-to Location blank instead of connecting to the person's location in HCM? But not a "free text field" and would let the end-user choose from a drop down?
