Why are the contacts are not flowing as per the conditions provided in a campaign flow?

Hi Team,

I have created a specific campaign, in which the trigger is a form, like whenever a contact submits a specific form, it should be added to a campaign, and as per the conditions mentioned in the campaign, they should receive specific emails. But I am Unable to receive emails, since contacts are not flowing as per the flow in a campaign.

The below is the condition provided,

Evaluate Contacts whose "Usage / Who are you?" "contains" "Tree Care Professionals::Sports Turf Management::Residential / Homeowner::Landscaping Professionals::Government / Municipalities::Golf Course Management::Forestry Professionals"

Since the "Usage / Who are you" field is a multi select picklist, I would need to add all the LOV's in a single decision step, and send them a specific email, as mentioned in the second screenshot. If I am trying to include only one LOV value in the decision making step, and apply the same for all other LOV's and tested, I am getting the same email repeatedly
