Oracle cloud account has been hacked and recovery address changed

On 5th July, 2024, I received two emails stating my password has been reset and recovery email has been changed. However, at that time I was traveling and I didn't perform any of these actions. Subsequently, I am unable to log in to my account or reset password. Also, all services are down. Please resolve.
