Can we setup Territories for Opportunities without product line/ Revenue lines setup?

Hello,

Can we create territories based on Business Unit dimension for opportunities to segregate the optys based on BU.

In our Opportunity setup there is no product or revenue lines setup as the business has to create the products and quote the products based on the reciepies requested by the customer after the opportunity won, Then the products gets manufactured.

Sales Team want to segregate the all the opportunities in system by creating territories.

Can this be achievable creating territories based on BU dimension without the products or Revenue lines in Opportuntites?
