Custom bell notification in Oracle ERP

Oracle is providing below REST API for creating custom bell notification on Fusion:

POST - /fscmRestApi/resources/11.13.18.05/atkPopupItems

We need to build a notification exactly like below where the text "Approval of Payment Process Request TEST" should be a hyperlink and should land on a page. The url of the page we are going to pass in payload. Can we get the request payload to build this notification?

We are trying to pass the below payload but it is not helping.
