Looking for a way to create delegates in bulk - we have hundreds of those to enter

I tried using import-export task in Setup and Maintenance exporting templates from Manage delegates task, updating csv and reimporting, but none of my tests seem to work. Did anyone achieve importing delegates in bulk by any chance?
